We’re excited to introduce RetailComply, a new compliance visibility program developed by Pet Food Compliance in partnership with Walmart.

About Pet Food Compliance 

Pet Food Compliance is a trusted regulatory partner for manufacturers, guarantors, distributors, and retailers across the pet food and animal feed space. Our services help businesses navigate licensing, tonnage reporting, and labeling requirements across U.S.

We specialize in streamlining complex compliance workflows and ensuring that your products meet state requirements before they ever reach the shelf. Our team has deep industry experience, and we serve as a bridge between vendors, retailers, and regulatory agencies.

Overview

RetailComply is a centralized compliance program designed to give Walmart visibility into vendor compliance across key product areas.

Participation in this program includes uploading and maintaining the following:

  • Licensing Documentation – State licenses for all applicable brands (private and national)
  • Product Information – Current product portfolio categorized as: 
    • Feed/Food
    • Treat
    • Topper
    • Supplement
    • Remedy
  •  Tonnage Data – Monthly or quarterly volume sold, if applicable

Data will be reviewed and verified by our regulatory team and accessible to Walmart to support compliance oversight and violation/off-sale mitigation.

When a retailer partners with PFC, they require their vendors to subscribe to their database through the PFC PAW platform. During the initial launch of the program, this will be generated for you. If you’re onboarding after the initial implementation, you will select your partnered retailer(s) during the sign-up process through your account,This is done by selecting the retailer listed under Retail Compliance, providing your retailer assigned Vendor ID, and enrolling in a managed service.

PFC offers comprehensive state-by-state compliance solutions, including initial registration, ongoing management of licenses/registrations and tonnage reporting, and violation resolution. We also offer detailed label audits to state-level requirements, as well as AAFCO recommendations.

You might already be working with another management company, or you’re successfully managing your licenses and tonnage on your own — no problem! Our program is designed to support existing efforts. You can also reach out to our team to evaluate how to gain the most value from our program. PFC will walk you through cost and time saving opportunities and assist with selecting the right managed service for your team and company.

Company Requirements

To create an account, you’ll need to have the following information:

  1. Email address
  2. First and last name
  3. Company name
    1. DBA (if applicable)
    2. Division (if applicable)
  4. Company role (e.g., manufacturer, guarantor)

Before You Get Started

  1. Identify your six-digit Walmart Supplier ID
  2. Collect your license copies in preparation for upload and review
  3. Ensure your product labels are available to be attached to your product information within our system. Data will be collected at a UPC and item-number level
  4. Familiarize yourself with accessing Walmart’s RetailLink to download tonnage data for upload to the PFC platform (a step-by-step guide available here).
  5. Review supporting resources from PFC

Helpful Tips

Upgrading Your Managed Service 

Our entry-level Managed Service is Essentials+. This allows you to store and manage your licenses, share and organize product across its lifecycle, and track tonnage data using our proprietary system. However, this service leaves you responsible for handling license renewals, tonnage reporting, and overall compliance. If you want peace of mind, you can upgrade to Complete at any time.

Initial Registration Support 

 If you are missing a mandatory license based on your products, our team can assist with the application process. We can pre-certify your licenses, allowing for you to compliant prior to receiving the license. 

Labeling

Uploading labels to the PAW platform is one important step of RetailComply. That process does not include a label review. We recommend having our Regulatory Team review your labels. Each audit is completed to state and AAFCO recommendations — supporting a crucial step in achieving state-level compliance.

RetailComply Instructions

RetailComply Invitation/Sign Up

You can connect to Walmart’s RetailComply program in one of two ways. The most common is receiving an email invitation, which you can respond to and follow the system prompts.

Secondarily, you might be provided with a link that will automatically attach you to Walmart’s program.

Introduction & Navigating

After you’ve accepted your invitation/created an account connected to Walmart, Onboarding Mode will be activated. From there, you will need to complete up to four steps, not including tonnage reporting.

Add/Update Your Business Information

This helps ensure we can get all your processing done efficiently and accurately.

Populate Your Address Nook

Your address book contains all your manufacturer and guarantor information. Definitions of each are provided to assist in completing this part of the process. For privately branded products, the retail partner you’re connecting to will be the guarantor and should be reflected as such.

Populate Your Products

Any products being sold through your retail partner will need to be added. In addition to product details, you will be asked to upload a copy of the in-market/or market-ready label.

Your products can be added on a one-off basis or bulk uploaded using our spreadsheet and matching tool.

Populate or Request Licensing

Our Licensing Tool will generate a list of states regulating your products. These are the licenses that will be required in order to be compliant across the U.S. and as a Walmart vendor.

Managing Tonnage

For states with tonnage requirements, a quarterly report must be filed at a per product level. You can report tonnage through the state license. The due date for tonnage will be noted for each state.

Add Users

You can add users to your account by navigating to the Users page and inviting a user. Be sure to select the appropriate role for their position on your team.
